Rescue 21 Project Cmdr. Calnan retires from Mayflower Island

The career of a Coast Guardsman was conducted in one afternoon for Cmdr. Joseph S. Calnan on Friday at Mayflower Island in Douglas. The time-honored tradition of Change of Command, the reverence of a retirement, and the respectful salute from his father came all on the same day.

“I don’t really know where to start,” Calnan said. His wife, children and parents attended the proceedings, and to them he said, “The support you have given is beyond words.”

Calnan, the first commanding officer of U.S.Coast Guard Rescue 21 Project Resident Office Alaska was relinquishing command to Cmdr. Dennis Evans.

Calnan, after being saluted on stage by his father Joseph Calnan Sr., who also “took a few shots across the bow of the Coast Guard” concerning funding, looked at his own son Joey and said to much laughter, “The question has been asked how a boy from Montana grew up to attend the Coast Guard Academy. Have you seen the cost of tuition, Joey?”

Calnan stated the stories his own father recounted of times in the Coast Guard prompted him to follow in that path.

“They were always good stories,” Calnan said. “Most of them are stories I won’t tell in front of all this brass, but he will.”

Calnan is retiring from the Coast Guard after 24 years of service to pursue endeavors in civil engineering and project management fields. Calnan has served three separate tours and more than 10 years in Juneau.

Calnan was born in Seattle, Wash. and raised in Montana. He graduated from the Coast Guard Academy in New London, Connecticut in 1991 with a commission as Ensign and Bachelor of Science Degree in Civil Engineering. He has a Masters of Science Degree in CE from the University of Illinois at Urbana-Champaign.

Calnan was first assigned to the Engineering department onboard USCGC Mellon in Seattle. After two sea years he reported to the Naval Engineering Division of Maintenance and Logistics Command Pacific, followed by Port Engineer duties at Naval Engineering Support Unit Alameda.

After graduate school at Illinois, Calnan’s tours included project manager at CE Unit Juneau, Assistant Facility Engineer at Training Center Yorktown, Virginia, and Engineer Officer aboard the Great Lakes icebreaker USCGC Mackinaw in Cheboygan, Michigan.

Calnan returned to Alaska in 2004 as Executive Officer of CEU Juneau and in 2007 became R21 PRO commanding officer.

Normally, the Horner Performing Arts Center Theater is filled to capacity when the Portland Police Bureau (PPB) presents awards to officers, staff and civilians. But the June 30 event was a bit more lightly attended than usual, due to multiple emerging situations that afternoon.

Only days before his announced retirement, PPB East Precinct Commander Bill Walker was the one to welcome everyone to the ceremony. “Chief Reece was scheduled to be present. Unfortunately, he’s involved in an incident in Central Precinct he cannot be here today.”

Walker continued, “We are here today recognizing citizens and officers in the City of Portland who help us protect our freedom, and protect citizens of Portland on a daily basis.”

Walker went on to present awards to honorees, as Simpson told why each candidate was selected. Here are some of the more notable awards presented at that program.

Representatives of law enforcement cadets from Portland, Gresham, and Clackamas County receive honors on behalf of their respective units.

“On June 12th, 2010, and on June 11, 2011, Police Cadets from the Portland Police Bureau, Clackamas County Police Cadets, and the Gresham Police Department Cadets responded to a request for assisting in the staffing of the Grand Floral Parades.  Seventeen cadets staffed thirteen barricade positions throughout the parade route. Due to their participation, the Bureau was able to re-assign fifteen sworn officers to other duties.

“As Portland Police Bureau Cadets, you conducted yourselves professionally, and helped a complex event come together smoothly.  It is through joint cooperation in major events such as the Grand Floral Parade that we are reminded we are all working together to provide a safe environment for the public we serve.

“For all your work, dedication, and professionalism – Portland Police Bureau Cadets, Clackamas County Police Cadets, and Gresham Police Department Cadets – you are hereby awarded the Certificate of Appreciation.

Officers who lead the Portland Police Cadet Program learn why they’re being honored at this ceremony.

“The Portland Police Cadet Program consists of young adults ranging in age from 16 to 21 years who have an interest in law enforcement. Currently there are 60 cadets in the program. The Cadet Advisors volunteer countless hours of their own time to mentor and guide the cadets through this program.
