New York parks can thank San Antonio

Hammond's Friends of the High Line provides things the city would never pay for: everything from temporary roller skating rinks to sound installations.

“The model is flexible enough that it can be applied to a lot of different spaces and circumstances,” he said.

Hammond said conservancies give parks a base of support outside politics while working hand-in-hand with government.

“One of the problems of relying on elected officials and politicians is they change,” he said. “These kinds of projects are too long-term. If you're thinking of projects that take decades, you can't be dependent on politicians. They're term-limited out; they leave office.”

A conservancy also can give creative people, who often avoid politics, a way to get involved in civic life, Hammond said.

Price said conservancies need good plans, professional advisers and the willingness to listen to what the community needs.

“You really do have to spend the time to come up with a great idea and make sure you do outreach to the community so everyone buys into it,” Price said. “That's how you raise money. You can't raise money on boring ideas.”

Chuck Saxer, a board member of the Hardberger Park Conservancy , said the group ultimately would like to follow the Central Park model and hire people to help with park operations.

“The city does a tremendous job in what they do, but as budgets get tighter, it's going to be more difficult to do the kinds of programming and things needed for a world-class park,” he said. “The public-private partnerships make sure these things are handled the way they really should be.”

Other site-specific nonprofit foundations include the Brackenridge Park Conservancy, the San Antonio River Foundation , Los Compadres de San Antonio Missions and the San Antonio Botanical Society , the support organization of the San Antonio Botanical Garden.

Xavier Urruita, director of the city's Parks and Recreation Department , said the city is trying to support the development of conservancies to see if they're a viable way to help plan and program a park.

“They're able to provide the gravy, the stuff that is above and beyond maintenance and care of the parks,” Urruita said.

Mayor Julián Castro said that as long as it's clear that the public park belongs to the public, conservancy groups can be a great tool. “They generate enthusiasm within a community about a public space that adds to its upkeep and maintenance,” he said.
